Что такое Microsoft Azure ?

Azure это Microsoft платформа то есть Microsoft содержит очень много компьютеров (дата-центров).
Компьютеры (дата-центры) Microsoft находятся в Европе, Азии, Северной и Южной Америке в 54 регионах. На территории России дата-центра нет.

Azure включает в себя более 200 сервисов. Эти сервисы нужны для работы с компьютерами (дата-центрами) Microsoft.
То есть используя сервисы Microsoft можно подключиться к компьютерам Microsoft и хранить там данные (код программы, базы данных).
